With a planned $100 million investment in the Home Team Humanoid Robotics Centre (H2RC), the initiative promises to revolutionize how emergencies are managed, potentially saving countless lives and resources.

Humanoids for Safety

The AI TechXplore exhibition recently showcased four humanoid robots, three of which stand at about 5.6 feet tall, while a more compact model measures 4 feet. The smaller robot can be controlled via a wearable exosuit that mirrors the operator’s movements in real-time. Equipped with a virtual reality headset linked to the robot’s cameras, operators can execute tasks with precision, thanks to immersive visual feedback. This technology paves the way for more efficient and safer emergency response scenarios.

HTX also introduced Phoenix, a large language model specifically trained for the Singaporean and Home Team environment. Proficient in all four of Singapore’s official languages, Phoenix will serve as the core of the Home Team’s AI infrastructure. The H2RC, slated to open by mid-2026, will be the world’s first dedicated humanoid robotics facility for public safety. With specialized zones for data collection, AI training, and robotic development, it will be supported by high-performance computing systems. This center signifies a major leap in the Home Team’s use of robotics for public safety and emergency response.

HTX has partnered with Mistral AI and Microsoft to enhance its development of advanced Generative AI models for the Home Team. As research partners, Microsoft and Mistral AI will contribute to building and refining AI systems tailored to public safety and security.

Microsoft will assist in fine-tuning its Phi-4-multimodal Small Language Model (SLM) for Home Team applications. Meanwhile, Mistral AI will focus on developing a custom series of Large Language Models (LLMs) known as Phoenix. These models are specifically designed for the Home Team and are pre-trained on data relevant to Singapore’s operational and linguistic context. This initiative positions HTX as a national leader in sovereign AI capabilities, capable of training and managing LLMs independently.
