After discussions with the French government fell apart and Netflix <a href=\"http:\/\/www.engadget.com\/2014\/04\/02\/netflix-france-via-luxembourg\/\" target=\"_blank\" rel=\"noopener\">decided to operate in France\u00a0out of Luxembourg<\/a>, avoiding any cultural taxes that France might impose, the French government <a title=\"France\u2019s ultimatum to Netflix: \u2018Our way or the Google way\u2019\" href=\"https:\/\/www.rudebaguette.com\/2014\/01\/27\/will-netflixs-launch-france-received-open-arms-arms\/\">vowed to make life for Netflix as difficult as possible<\/a>.<\/p>\n<p>Despite <a title=\"Preparing for September launch, Netflix is producing a new show in France\" href=\"https:\/\/www.rudebaguette.com\/2014\/05\/20\/preparing-september-launch-netflix-producing-new-show-france\/\">announcement of production of a \u00a0French TV Show<\/a>, Netflix&#8217;s September\u00a0has been preempted by\u00a0Amazon-competitor <a title=\"Wuaki.tv leapfrogs Netflix by launching this week in France\" href=\"https:\/\/www.rudebaguette.com\/2014\/09\/04\/wuaki-tv-leapfrogs-netflix-launching-week-france\/\">Rakutens&#8217; launch of Wuaki.tv in France\u00a0just one week before<\/a>\u00a0&#8211; Rakuten\u00a0has been quite strong in France after its 2011 acquisition of leading eCommerce site <a href=\"http:\/\/rudelist.com\/priceminister\" target=\"_blank\" rel=\"noopener\">PriceMinister.com<\/a>, not <a title=\"After acquiring Viber, Rakuten announces new European R&amp;D center in Paris\" href=\"https:\/\/www.rudebaguette.com\/2014\/02\/20\/acquiring-viber-rakuten-announces-new-parisian-rd-center\/\">to mention their new Europe R&amp;D office<\/a>.<\/p>\n<p>In terms of distribution, Netflix likely expected that\u00a0leading ISP Orange wouldn&#8217;t\u00a0distribute Netflix, given the TelCo&#8217;s historical ties to the French government and their competing service OCS (Orange Cin\u00e9ma S\u00e9ries); however, the announcement that Free, the 4th largest ISP, would also pass on making Netflix available to its users may hurt Netflix&#8217;s launch, where it hopes to <a href=\"http:\/\/advanced-television.com\/2014\/09\/02\/netflix-targets-30-french-market-in-5-years\/\" target=\"_blank\" rel=\"noopener\">touch 30% of households in the next 5 years<\/a>.<\/p>\n<p>Free&#8217;s decision not to\u00a0distribute Netflix is pretty clear, given their <a title=\"Why did Free roll out an opt-out ad block?
