This report will detail a plan to add a tax on smartphones and tablets, a tax which will go to pay for art &amp; culture in France -whether it be keeping Versailles golden or public fountains clean.\u00a0Historically (since the 1980s), TV stations, movie theaters, radio stations &amp; ISPs &#8211; distributors of &#8216;cultural goods&#8217; (art) &#8211; have had a tax on their revenue that went straight into keeping the Louvre pretty (among other cultural works in France); thus, as smartphones and tablets are now digital distributors of arts &amp; cultural works in France, the report suggests that these items should be taxed.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"zxx\" dir=\"ltr\"><a href=\"http:\/\/t.co\/9l3dgGi9yT\">pic.twitter.com\/9l3dgGi9yT<\/a><\/p>\n<p>&mdash; Pierre Lescure (@pierrelescure) <a href=\"https:\/\/twitter.com\/pierrelescure\/status\/332808818180370434?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">May 10, 2013<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>For France, this may be killing two birds with one stone. This <a href=\"http:\/\/www.lefigaro.fr\/medias\/2013\/05\/12\/20004-20130512ARTFIG00162-taxer-les-smartphones-pour-financer-la-culture.php\" target=\"_blank\" rel=\"noopener\">LeFigaro article<\/a> refers to the idea that the government will finally have a way to make sure the &#8220;web giants&#8221; (hardware creators Apple, Google &amp; Amazon &#8211; Samsung is oddly not mentioned), and the government will see a rise in contributions to cultural works that have begun to dip in recent years, partly to pirating on the internet and decreasing cinema revenues.<\/p>\n<p>The second part of the report will suggest encouraging legal movie streaming sites like Netflix (<a title=\"And then there were two | Netflix to delay entrance into the French Market\" href=\"https:\/\/www.rudebaguette.com\/2013\/01\/24\/and-then-there-were-two-netflix-to-delay-entrance-into-the-french-market\/\">who recently announced they would be\u00a0halting\u00a0international expansion<\/a>), an idea which will include doubling down on anti-piracy fines. In relation to this news, the long-detested anti-piracy group Hadopi will be rolled into the\u00a0<em><a href=\"http:\/\/en.wikipedia.org\/wiki\/Conseil_sup\u00e9rieur_de_l&#039;audiovisuel\" target=\"_blank\" rel=\"noopener\">Conseil sup\u00e9rieur de l&#8217;audiovisuel<\/a>. <\/em>whose role is to regulate the various electronic media in France (cf: wikipedia) &#8211; the general consensus (i.e: <a href=\"http:\/\/www.numerama.com\/magazine\/25937-hadopi-est-mort-vive-les-amendes-du-csa.html\" target=\"_blank\" rel=\"noopener\">Numerama<\/a>) is that this means that, while <a title=\"Hadopi may be dead as soon as September 2012\" href=\"https:\/\/www.rudebaguette.com\/2012\/08\/13\/hadopi-dead-september-2012\/\">most were hoping that Hadopi would die a both slow and quick death<\/a>, it will in fact, like a hellspawn Phoenix, be reborn from its own ashes in the form of a worse, more strict, and more active CSA.<\/p>\n<p>So, today, Fran\u00e7ois Hollande will receive a 2.3kg report (<a href=\"https:\/\/twitter.com\/pierrelescure\/status\/332808594674315264\" target=\"_blank\" rel=\"noopener\">here<\/a>) which will give a kick in the nuts to hardware manufacturers, and to any French people downloading How I met your Mother on The Pirate Bay because watching it dubbed just ruins it.
